Drive-in Annual Meeting

As a member of Armco CU, you are also a shareholder. The Annual Meeting is an opportunity for you to review our 2020 performance, vote for Board and Committee members, and voice suggestions or ask questions to our Board of Directors.

After much thought, the Board determined a Drive-In meeting was the best way to help keep our members, staff, Committees and Board safe from potential COVID-19 exposure. All current guidelines will be followed: social distancing, contactless measures and masking.

Here’s What to Expect

  • When you arrive at Crossroads, a parking attendant will direct you where to park. They will give you a flyer with instructions.
  • Once parked, you will need to register. Walk to one of four socially distanced tables in front of the building. You will receive a bag containing a voting ballot, all Board reports plus a snack and gift! Please wear a mask.
  • The meeting will be broadcast on an FM station.
  • We will use horns and blinkers to communicate: Horns to vote on various items; Blinkers to have a staff member visit your car. You will also be able to text or call to ask a question.
  • Members with physical disabilities will be accommodated.
  • Restrooms not available.

Your Vote is Important

Voting for various positions will begin at the Annual Meeting and continue the following day at any Armco CU branch office during regular hours.

Absentee ballots are available upon request. Please call 724-284-2020 or email Leanne Cygan at before Friday, Oct. 9. Your ballot must be received on or before Thursday, Oct. 22.

Important! If you are a joint account holder, you may not be a member. To verify your membership status, call 724-284-2020. If you are not a member, you can join online, call or stop by any branch.

2020 Candidates


Lori E. Altman

Lori is the Human Resources Director & Chief Clerk for the County of Butler & Board of Commissioners. She earned a Bachelor of Science in Professional Studies from Duquesne University’s School of Leadership & Professional Advancement. She has completed numerous courses in Human Resources and is a member of the Society of Human Resource Management and holds the Professional Human Resource Certification. In addition, she has participated in Leadership Butler County, is Past President of the County’s Society for Human Resources Professionals, is a Board member of the Butler County Emergency Relief Initiative through United Way, is Vice President of Butler High School Girls Basketball Program, and is a member of her Parish Council. Lori would welcome the opportunity to be re-elected to the Board and continue to assist in decision making that would benefit all Armco Credit Union members.

David R. Bacher

David is a Certified Public Accountant and sole member of Bacher & Associates LLC in Butler. He received a B.S. Degree in Accounting in 1999 from Slippery Rock University. Along with public accounting, he has experience in public and governmental auditing. David has served as Treasurer for other non-profit entities, including Hope Lutheran Church and the Reserve Officer Association while serving as Lieutenant in the U.S. Air Force Reserve. He has also served as Treasurer for the Seneca Valley Junior Football Association and Seneca Valley Football Boosters. David currently serves on Armco CU’s Board of Directors as the Secretary/Treasurer and is also on the Asset Liability Management Committee. He hopes to continue in his capacity on the Board in making valuable contributions for the good of members and community.

John D. Gibson, Jr.

John retired from Armco/AK in 2005 after 30 years of service. He worked in Hot Mill Maintenance, the Ironworker Shop and Maintenance Planning. He served on both the Hot Mill Corrective Action Team and the Q+ Advisory Board. John has been a lifelong Butler resident and continues to serve with numerous affiliations in multiple positions. He is the past president of the Advisory Board at Butler Catholic School and is a current member of the Building & Property Committee. He is also very active with the Butler County Family YMCA, serving on their Board of Trustees, Building and Property Committee, Good Friday Breakfast Committee and chairs their ARMCO Park Committee. John has been a member of Armco Credit Union since 1974 and feels the Credit Union has been a tremendous asset and comfort to his family over the years. John is a third generation credit union member and now his children and grandchildren are fourth and fifth generation members. He has served on the Credit Union Board of Directors for the past six years, currently as Vice President, and is also on the Building Committee. John is honored to represent our members and values the relationships he has formed with the Credit Union employees as well. He feels the Butler area is extremely blessed to have this institution as part of its community.

Thomas S. McIntyre

Tom recently retired as the Business Development Manager at the Butler RV Center and was with them for the past 10 years. He is also a realtor with Berkshire Hathaway Home Services in Butler. Tom received an Associate Degree in Business Management from Butler County Community College. He most recently served on the Butler County Family YMCA’s Board or Directors, from 2008-2018, where he served on the finance and membership committees. Tom also served as President of the Board of Managers for the YMCA’s Butler Branch. He has been a CCD instructor at St. Fidelis Church and also volunteers in various capacities there. Tom has been associated with Armco Credit Union both professionally and personally. He has always been impressed by not only the institution’s growth but also by the Credit Union’s ability to maintain a personal touch with members and the surrounding community.

Sarah McGarvey Rattigan

Sarah has worked for JADCO Manufacturing Inc. for 12 years, starting as a Production Scheduler/Expeditor and for the past 10 years as their Supply Chain Manager. She received her B.S. Degree in International Business and Management from Penn State University where she also studied abroad at the University College Northampton in England. In 2012, she earned a Graduate Certificate and in 2018 she received her Master’s Degree both in Supply Chain Management, both from Penn State’s World Campus. Sarah is also the Concession Stand Director for the Butler Catholic School Athletic Association where she manages the volunteer schedule and purchases the supplies. In 2001-2003, Sarah was employed as a summer intern at the credit union in Account Servicing. She feels her history with the Armco CU along with her education and experiences with planning, management and continuous improvement would be a great addition to the Board of Directors.


Crystal L. Neubauer

Crystal is a Program Manager at the Defense Counterintelligence & Security Agency and has been there for the past 13 years and involved in Federal background investigation processes for 18 years. She graduated with a B.S. Degree in Political Science from The Pennsylvania State University after also previously earning an Associate Degree in Business Administration from BC3. Crystal has been President of the Butler Catholic School PTG since 2017 and is also very active with the East Butler Baseball Association since 2015, serving in various coaching positions, etc. Crystal believes her extensive background involving confidentiality, credit reports and overall business operations will highly contribute to the successful loan procedures and performance of Armco Credit Union.

Toni J. Tassey

Toni retired from Armco/AK Steel in 2004 as the Assistant Salary Payroll Specialist. She has been on the Credit Committee at the credit union since 1983, serving as chairperson since 1991. She was also employed at the credit union in the late 1970’s as a Teller. Toni has volunteered her time at many other organizations around Butler, serving in a variety of capacities in the Armco Women’s Club, Butler Memorial Hospital Auxiliary, St. Mark’s Lutheran Church, the Butler Dog Training Association, and in October 2004, she graduated from Romani’s Pet Grooming School. She is currently working for Primary Care Associates of Butler as their Receptionist. Toni feels continuing to serve on this committee is a way she can give something back to the Credit Union and the community.


Mark F. Jordan

Mark is retired from the banking industry where he was a Banker for 40 years, including a Federal Reserve Bank Examiner from 2012-2019. He earned a Bachelor of Arts Degree in Business at the University of South Florida. He was involved with Kiwanis from 1979-1984 and also volunteered with Fed Connect from 2016-2019. Mark participated in numerous community service projects involving financial literacy programs as well as food bank activities. Having worked in banking for 40 years, 9 of those in retail banking as a branch manager and loan officer, 17 years in compliance management and the remaining 14 years as a regulator, Mark believes his knowledge and extensive experience would be a tremendous asset in any capacity to Armco Credit Union and its members.

Michael J. Kowal

Mike was formerly on the Board of Directors from 1990 through 2014, serving as the Board’s Secretary/Treasurer from 1991-2014. In addition, he was previously appointed to the Credit Union Board in 1984 and 1989 to fill unexpired terms of Board members who were no longer able to serve. Mike also served as Assistant Treasurer of the Credit Union from 1985-1988. Mike is retired from Armco/AK Steel where he was a Senior Accountant in the Finance Department for 28 years. Mike is currently a self-employed tax professional. He holds a B.S. degree in Accounting from Robert Morris College. He has also served as a board member for the Penn Valley Athletic Club. Mike feels his financial background and Credit Union experience will be a strong asset in his continued position on the Supervisory Committee.
