Armco Credit Union Proudly Announces
New Executive Leadership
Armco Credit Union is pleased to announce an executive leadership transition effective Feb. 2, 2026. James Hrabosky will assume the role of Chief Executive Officer, succeeding Randall Cypher; and Adam Boosel will become Executive Vice President, succeeding Dennis Fehl. Both executives will remain working through June to support a seamless transition, ensuring continuity for members, employees and the communities the credit union serves.
“Randy and Dennis have provided exceptional leadership to the credit union, earning the respect of our employees, members and the broader community,” said John Gibson, Jr., President of the Armco Credit Union Board of Directors. “Their dedication, integrity, and steady guidance have shaped the organization we are today, and we are grateful for the strong foundation they leave behind.
“We are equally confident in Jim and Adam’s leadership and their ability to carry the credit union forward while honoring our mission and values,” he added.
Founded in 1935, Armco Credit Union is the second-largest credit union in the region with over $700 million in assets. We proudly serve over 43,000 members, 300 sponsor organizations and operate six branches.
Randy Cypher began his career as an accountant in 1978 with two different CPA firms and then accepted an accounting position at Armco Steel in 1981 before transitioning to the Butler Armco Employees Credit Union in 1987, which at the time operated behind the gates of the steel mill. He was promoted to manager (later reclassified as CEO) in 1990. Under his leadership, the credit union entered a period of sustained growth, beginning with the construction of a new headquarters in Pullman Park in 1989 – an important milestone that marked the start of nearly four decades of expansion and progress.
During his tenure, Mr. Cypher oversaw the merger of 10 credit unions and the opening of five branch locations. He guided the organization through significant advancements in technology and expanded financial services, growing assets from $45 million in 1989 to more than $700 million in 2026. He will continue to work at the credit union as Executive, Special Projects and will oversee the renovation of the Butler branch until he formally retires at the end of June.
Mr. Cypher and his wife are the owners of Cypher’s Christmas Tree Farm in Butler Township. He is a graduate of Grove City College and resides in Butler with his wife, Connie. Together, they have five children and fifteen grandchildren.
James Hrabosky will succeed Mr. Cypher as Chief Executive Officer. He most recently served as Executive Vice President of Special Projects after joining the credit union in 2024. Mr. Hrabosky brings more than 30 years of financial expertise to the role, with a career spanning both the banking and higher education sectors.
Mr. Hrabosky served as Vice President for Administration and Finance at Butler County Community College for 18 years where he provided executive oversight for financial operations and institutional planning. Prior to his tenure at BC3, he held various leadership roles in banking with Sky Bank. He also serves as an adjunct instructor in economics at BC3.
Before joining Armco Credit Union in a professional capacity, Mr. Hrabosky served on the credit union’s Board of Directors for nine years, including five years as Board President. His dedication to community service is demonstrated through board appointments with the Alliance for Non-Profit Resources, the Regional Learning Alliance and the Moraine Trails Council.
Mr. Hrabosky holds a Bachelor of Science and a Master of Business Administration from Robert Morris University, as well as a master’s degree in education from Penn State University. He resides in Prospect with his wife, Lynn.
Dennis Fehl joined Armco Credit Union in 2003 as Operations Manager and was later promoted to Executive Vice President in 2008 where he played a key role in strengthening the organization’s operational and lending capabilities. In 2018, Mr. Fehl spearheaded the launch of the credit union’s commercial lending department, expanding services to better meet the needs of local businesses and the community.
Prior to joining Armco Credit Union, Mr. Fehl worked at Farmers Bank of Emlenton where he was Branch Manager and Assistant Vice President for the Bon Aire and East Brady offices.
He is a past Chairman and Vice Chairmen of the Board of Deacons of the Community Alliance Church and member of the Board of Advisors in Butler. He has assisted in coaching several softball and youth baseball teams.
Mr. Fehl is a graduate of Grove City College and the Maryland Banking School and resides in Connoquenessing with his wife, Cindy. They have two adult children.
He will remain with the credit union as an Executive Consultant to ensure a smooth and orderly transition. He plans to formally retire at the end of June.
Adam Boosel was promoted to Executive Vice President, succeeding Mr. Fehl, who will retire in June. Mr. Boosel joined Armco Credit Union in 2019 and has held progressively senior leadership roles. Most recently, he served as Assistant Executive Vice President, where he oversaw credit union operations and led merger initiatives. Prior to that role, he spent three years as Compliance Manager, strengthening the organization’s regulatory framework and risk management practices.
Before joining the credit union, Mr. Boosel worked as a Senior Operations and Business Development Manager with PAE and USIS. His responsibilities included proposal management, contract administration, and regulatory compliance within complex operational environments.
Mr. Boosel holds a Bachelor of Science degree from Indiana University of PA and a professional certificate from Villanova University. He resides in Butler Township with his wife, Dyanna, and their son, Will.
